Five Charged in Southeast Calgary Casino Fraud
Five individuals have been charged in connection with a fraud scheme at a casino in Calgary's southeast. The suspects, including two casino employees, allegedly issued illegitimate winnings to three patrons between October 31 and November 19, 2025. The Calgary Police Service (CPS) made the arrests after casino management uncovered suspicious activity and alerted authorities.
Yalan Yin, Leonilo Calahi Juan, Rui Qin Huang, Rosielyn Konno, and Catherine Manipon face charges of fraud over $5,000. Konno and Manipon are also charged with criminal breach of trust. All are scheduled to appear in court on December 22, 2025.
Inspector Scott Neilson emphasized the CPS's collaborative approach with regulatory bodies, such as the Alberta Gaming, Liquor & Cannabis (AGLC), to maintain industry integrity. The AGLC's recent updates to casino guidelines underscore the importance of stringent oversight in preventing fraud.
