Calgary Counters Global Optimism Dip with Proactive Local Strategies

Global Optimism Takes a Hit

The year 2025 marks a significant 7-point drop in global optimism, revealed by the 9th edition of the Ipsos Global Trends report across 43 markets. This decline impacts how citizens feel about themselves, their families, and notably, their communities. While 59% worldwide are optimistic about personal and family futures, only 45% feel positive about their city or town, posing challenges for corporate and policy leaders.

Calgary's Local Resilience

Against this global trend, Calgary presents a more nuanced picture, proactively tackling factors impacting resident well-being. The City has prioritized housing affordability, a key driver of community optimism, through its "Home Is Here" strategy, actively implemented throughout 2025.

Building Accessible Communities

This strategy has seen increased housing permits, including a November 2025 $83-million federal and city-backed initiative to convert a downtown office tower into 204 affordable rental homes. Simultaneously, Calgary's housing market cooled in Q3 2025, with rising inventory and average rents decreasing 7.4% year-over-year by September, offering residents relief.

Fostering a Robust Future

Despite a projected 7.5% unemployment rate for 2025, Calgary's overall economic optimism remains strong. This is propelled by sustained population growth, energy market access, and strategic diversification guided by the "Guidebook for Great Communities." These integrated policies demonstrate Calgary's commitment to building a more equitable, resilient city, actively countering global pessimism.
